Government and UN Launch Programmes for Jobs, Skills and Social Protection

Jakarta, 10 June 2025 — The Government of Indonesia, in collaboration with the United Nations in Indonesia, launched two joint programmes to support Indonesia’s efforts to create jobs and provide social protection to those who need it most. The programmes – with a total value of US$ 3.15 million – support the implementation of the Indonesia Roadmap of the Global Accelerator on Jobs and Social Protection for Just Transitions.

The Global Accelerator, initiated by the UN Secretary-General in 2021, promotes a job-rich recovery from the COVID-19 pandemic, and supports countries in building greener, more inclusive economies. Indonesia, one of the six pathfinder countries of the programme in Asia and the Pacific, is implementing
two programmes under the initiative:

• “Modern and adaptive social protection and skills development systems for transforming Indonesia”
• “Closing disability inclusion gaps in social protection and labour across the life cycle in Indonesia.”

The Indonesia Roadmap of Global Accelerator and its joint programmes support three national priorities of the National Medium-Term Development Plan for 2025-2029 and align with the President's quick-win programmes,” said Febrian Alphyanto Ruddyard, Vice Minister of National Development Planning (Bappenas). “The focus includes 1) National Priority 2 on digital, green and blue economy; 2) National Priority 4 on education, vocational work, gender equality and the empowerment of women, youth, older people and persons with disabilities; 3) National Priority 6 on adaptive social protection, data integration, social and care services, entrepreneurship, and affirmative economic empowerment. Let's together implement the Roadmap on Global Accelerator."

The programme is supported by the International Labour Organization (ILO), the United Nations Children’s Fund (UNICEF), the United Nations Development Programme (UNDP) and the World Bank. Their senior officials and technical staff, along with representatives from the Coordinating Ministry of Community Empowerment and the Ministry of Manpower, highlighted the importance of integrated and inclusive social protection and lifelong skills development at a panel discussion at the Bappenas building on Tuesday, 10 June 2025. They emphasized the importance of inclusive job development and social protection, particularly in the face of technological, ecological and demographic shifts, including climate change and energy transition.

“By building a modern, adaptive social protection system linked with industry-led skills development, this initiative is improving job opportunities and expanding social protection, especially for those most at risk, including persons with disabilities,” said Gita Sabharwal, United Nations Resident Coordinator for Indonesia. “This initiative can serve as a model for other countries looking to build inclusive and future-ready systems.”

The joint programmes will gather recommendations for reforms to social protection schemes, identify how social protection can be extended to those who are not covered by existing schemes, such as people with disabilities and older people, identify new green and digital skills that are in demand, expanding equal economic opportunities to the most vulnerable, and improve skills development system for sustainable life-long learning in the country. 

The programme is funded through the Joint SDG Fund with contributions from the Governments of Belgium, Denmark, Germany, the Republic of Korea, Ireland, Italy, Luxembourg, Monaco, the Netherlands, Norway, Poland, Portugal, Saudi Arabia, Spain, Sweden, Switzerland and the European Union.

In this spirit, the Government of Spain has pledged over 104 million US dollars to the Joint SDG Fund, including more than 54 million euros specifically for the Global Accelerator on Jobs and Social Protection for Just Transitions in 2024,” said Ambassador of Spain for Indonesia, H.E. Francisco de Asís Aguilera Aranda. “The development of the Indonesia GA Roadmap and today’s launch of two Joint Programmes demonstrate Indonesia’s unwavering commitment to inclusive and sustainable development."

“Bappenas is fully committed to ensuring the Global Accelerator delivers impact, particularly in enhancing affirmative policies on social protection, skills development, and inclusion,” said Dr Maliki, Deputy for Community Empowerment, Population, and Employment at Bappenas, at the programme’s launch.
