The UN Resident Coordinator Office

The United Nations Resident Coordinator Office supports the work of the UN Resident Coordinator. The UN Resident Coordinator leads the UN country team in consultations with the Government to define and agree on the UN strategic response to the Government’s development priorities. This response is captured in the UN Partnership for Development Framework (UNPDF) .

The UNPDF is a medium term results framework that describes the collective vision and response of the UN system to national development priorities. The UNPDF describes how the UN country team contributes to the achievement of development results based on a common country analysis and the UN comparative advantage. Currently, the UN framework of work for Indonesia is under the 2016-2020 UNPDF.

The office coordinates activities related to common programming including Agenda 2030, joint programmes, joint programming activities and development coordination work. This is done in conformity with the objectives and priorities of the Government, and the mandates and objectives of the United Nations agencies.

The UN Resident Coordinator Office has five core functions:

  4. Data and results management and reporting
  5. Communications and advocacy

The UN Resident Coordinator for Indonesia

Ms. Valerie Julliand is currently the UN Resident Coordinator (UN RC) for the Republic of Indonesia. She began her assignment in October 2020.

Prior to her current assignment, Ms. Julliand served as the UN RC in Nepal since 2016. Prior to coming to Nepal, she held the position of Resident Coordinator/Resident Representative in Guatemala (2013-2016) and in the Dominican Republic (2009-2013).

From 1995 to 2008 Ms. Julliand was with the Office for Coordination of Humanitarian Affairs (OCHA) where she served as Head of IRIN News, Regional Office for West Africa (2006-2008), Head of the Regional Office for East Africa and the Great Lakes (1999-2006), and Senior Humanitarian Affairs Officer, and Demobilization and Reintegration Programme Manager, Angola Country Office (1995-1999).

Before joining OCHA, Ms. Julliand undertook voluntary work in Eastern DRC (1995) and was the Programme Director for Handicap International in Serbia and Bosnia (1993-1994). From 1984 to 1992 she worked in various positions in publishing companies in Paris, most notably as General Director of BIBA (a French women’s magazine) and Publisher of various magazines in the “Groupe Express” in France and in Poland.

Ms. Julliand, a French national, holds a Masters in Political Science from the Institute d’Etudes Politiques, France and an MPhil in Human Resources Management from the Institut de Gestion Sociale, France. She speaks French, English and Spanish.
