Disability Care and Support Systems: Country Assessment Tool
The Disability Care and Support Systems: Country Assessment Tool is a self-assessment instrument designed to evaluate the policy environment for the development of comprehensive care and support systems, in line with the Convention on the Rights of Persons with Disabilities. It supports the systematic collection of information, helps identify existing or proposed care and support policies and assess how they function in practice, and measures how effectively these policies include persons with disabilities and uphold their rights. The Country Assessment Tool can be used by governments, civil society, academics and United Nations agencies to inform policy design, monitoring and advocacy.
The Country Assessment Tool complements existing analysis by adding a dedicated disability-inclusion component. It consists of an introductory narrative and a set of indicators that assess policy alignment through clear criteria, scoring guidance, and suggested sources for data verification. Each indicator is linked to the Promoting the Rights of Persons with Disabilities through the Sustainable Development Goals: A Resource Package (SDG–CRPD Resource Package) developed by OHCHR, supporting alignment with international human rights and sustainable development standards and enabling the generation of clear, evidence-based insights to strengthen care and support systems and advance the rights of persons with disabilities.
The Country Assessment Tool is accompanied by a scoring template that brings together all policy areas, indicators and assessment questions in a flexible Excel-based spreadsheet format. The template can be adapted according to the policy areas being examined and allows users not only to record scores, but also to provide brief justifications and reference the sources used to verify each assessment.
