Restorative Justice Pocketbook - UNODC

Restorative Justice is an approach that prioritises restoration and the repair of harm and relationships affected by crime, through the voluntary and active participation of offenders, victims, and the community within the criminal justice system. This approach reflects a shift from a punitive model of justice towards a non-punitive one, with greater emphasis on conflict resolution, reconciliation, and social reintegration. These principles are aligned with the ongoing reform of Indonesia’s criminal justice system, as reflected in Law No. 1 of 2023 on the Indonesian Penal Code.
To support a shared understanding and to avoid misconception of this approach, this pocketbook has been developed as a practical summary based on the Handbook on Restorative Justice Programmes, Second Edition (2020), which is part of the Criminal Justice Handbook Series published by UNODC. It is intended for the general public and all stakeholders, aiming to provide clear and comprehensive insights into the concepts, principles, and practices of Restorative Justice.
We hope that this pocketbook will serve as an initial step in promoting an alternative approach that upholds human dignity and reduces harm in addressing the challenges of crime and law enforcement in Indonesia.
